Unicode vs Lenny Faces

Now comes the big question! While there are a lot of languages, how does a compiler know which encoding should it follow? For example, Cyrillic letter Д (De) is number 196 in the Windows ASCII encoding. But in the ASCII Extended encoding, "196" refers to '─', a vertical line. To solve this kind of issue, the encoding standards were formed. This standardized encoding is called Unicode (UTF8).

To communicate any data, its mandatory to have a common language. In a similar way, both the sender and the receiver device should be capable of decoding this UTF8 code for effective usage of Lenny faces. If not, one may receive � or any such symbols.
